The Mechanical Labour Union here, in sympathy with the China Seamen Union, has made a demand to my section, under threats, calling upon my section to follow suit of the other
Railways here by surcharging its fares and rates, by an additional 30%, in aid of the latter Union, and as my section has noother alternative but to accede to the request, as the other Railways have done and are doing so, it is therefore my
section's decision to add the surcharge to its sectional
fares and rates commencing after one month from the date
hereof, but in the case of the joint-sectional fares and
rates, I shall be glad to know what view you will take there-
on.
A reply will be greatly obliged.

The above aurcharge is only for a short duration; the number of days during which this surcharge will be collected
will be computed from the day when the other Railways start
their surcharge and will be discontinued on the settlement of the dispute.
